I recently bought a new CyberPowerPC, I play Fortnite on all low settings except post-processing and effects I have to have on medium to make fullscreen playable. I usually have the play on windowed on all low settings to get a good output. The FPS is usually 120-180, although it lags a lot and has a lot of hitching Cry

Your not dealing with CPU issues when gaming, mostly your dealing with the GPU capabilities.

Your CPU speed is fine, the 1060 is a modest GPU and won't get you the upper end graphics when gaming. Your looking at a 1070 or 1080 GPU to get the smoother graphics.
Remember valor, honor, independence, family & clan; I do whenever I hear the ceol mor, the "great music" of the Highland bagpipe. I swear upon the holy iron of my dirk that I will not forget.

Yeah, we'd probably need to dig a bit deeper here to get to the root cause.

I'm wondering if you're seeing "screen tearing". Check this out:
