I recently bought a Cyberpower GMA490 and it needs better Graphics. What will be the best and fastest FPS I can put in it?

How much are you trying to spend? What games are you trying to play? Need more information. Any modern card would be better than what you have currently. Does your motherboard have a PCI-e slot?

He plays Fortnite and others I'm sure. His monitor is a very good one. The PC will accept the graphics card too.

A GTX 1060 6GB VERSION would fit well with that system then. If the power supply was 600w i would say get something a little more powerful, but if you just want to change the card without any problems then go for the 1060 6GB it will run Fortnite very well. 

When you say the monitor is very good do you mean it's 1440p? If it's 1080P then you'll be fine with the 1060.

a 330mm GPU will fit. That is most anyone.

If your looking for best bang for your buck, look at the Nvidia 1070. Once you go beyond that you will see less results for the price you pay. Your looking at a 600 watt PSU to run it with all other system components while still leaving some head room.

Freesync monitors only work (completely) with AMD Graphics cards so your best bet would be to get an RX 580, and a 600w Gold rated Power Supply. That's just a suggestion. 

A 1070 would give you significantly better FPS especially in Fortnite, but they do cost quite a bit more, and Freesync won't work with it. However with more FPS you really don't need Freesync (IMO). It's up to you. The RX 580 can run Fornite at around 70-84 FPS Average at 1080p max settings. The 1070 will get 90-105 FPS average.

For me, you won't catch me going with an AMD GPU. They take more power to run have more compatibility issues with game programming, can't really compare with NVIDIA.

AMD has a bunch of driver related issues, there have been some cases of attempted clean install trashing the GPU.  A lot of hits on this.
