I didn't do anything and 1 day noticed my ram speed is 1333 is task manager when it used to be 2666.  I looked in BIOS and DOCP is disabled and won't let me enable. WTF is going on?

Don't get why you are looking at Task Manger for RAM speed. Task Manager reports how much RAM you're using as a result of apps running. You can download CPU-Z to look at your memory speed. It will report half. For instance, I have 3000 RAM but I'm only running it at 2133 because I don't really have a need to run it at 3000 unless I'm going to do something intense. It'll be reported as 1066 which is half of 2133 in CPU-Z.
