When I scroll down or up, it sometimes goes down, sometimes it doesn't go anywhere, and sometimes it will go the opposite way I was telling it to. It did this the first time I turned my PC on, then it started working right after I updated some stuff on the PC, then this morning (the day after) it stopped working again. I don't know where to find the Mouse Drivers, so I didn't try that yet.

Well, I tried unplugging and plugging it back in the same USB, still didn't fix it. But then changed the port and it's working now. So idk,the admid can delete this post I guess.

EDIT: Still not working right next day. Switched USB port multiple times. Didn't work this time

What mouse do you have?

You should have options in the "control panel" for mouse settings.

Yeah, i've been in those settings. I tried changing the amount it scrolls and everything. Still doesn't fix anything. Mostly just at a random time after switching usb ports or something it works. And i'm using a CyberPower mouse that came with the PC

I have that basic $4 CP mouse, but don't use it that much, I had no probs. w/ it. Sounds like you just have a defective mouse. I'd call CP and hopefully they'll replace it. You don't need to install any drivers, it's just plug n play.

If it doesn't Light Up, Turn On, or Plug In, I don't want it!

Just repeatedly blow into the mouse wheel like an NES cartridge. I had the same problem, and it worked for me.
