So I revived my cyber power PC at june 20th and ever since I have been getting 100+ fps in csgo and minecraft at max settings, but yesterday for whatever reason in all my games my performance has never been able to go above 30 fps, before you ask all my drivers are up to date and my graphics card seems to be working.

Post your full build specs.

Scan for malware & viruses. Often this is the cause for issues like this.

If you are sure that it started yesterday then you also need to go back and reconstruct any software you installed or drivers you changed yesterday.  They would be key suspects.

I7 4790k
8gb ram 1600
Gtx 750ti
140 gab ssd
1 TV hard drive
Z97x gygibyte sli mb
And I did scan for malware there was none

Ok I did and the only thing I installed was a new nividia driver

Then I would say the new nvidia drivers, or some setting that was changed with the nvidia driver should be focused on. If the settings appear to be the same as before then I would try rolling back to the previous driver.

Rolling back driver is definitely the next step. If you do another GPU driver install, drop the 3D portion if there is an option for that.

Did you run Memtest?

your nvidia control panel settings. If you haven't looked at them before then you won't be able to know if anything has changed though.  I would especially pay attention to the vsync or vertical sync setting under manage 3d.    If its on or adaptive try turning it off and see if your frame rate drastically increases.
