So I want to try a build with RGB fans. But now I'm thinking that since I also want a liquid cooler as well, wouldn't the rig builders put the case fan behind the fan attached to the radiator against the rear vent grate instead of in front and facing out toward the case interior? I feel that woul defeat the purpose of getting RGB case fans if you're just going to have them not openly visible?

Am I just missing an option or something else I need to select?

Fan installations are visible from the inside of the case.  They typically push air out.  Its not very effective or efficient to make fans pull air through.  So they are generally mounted to push, even if that means their pushing warm air out of the case.
The absolute best solution is to buy a case that allows 240mm rads mounted in the front.  Usually the fans are somewhat visible through the front of the case and push fresh air in the case.
Some cases have solid fronts that obstruct any view. Some cases mount the rads sideways displaying the LED RGB fans as they exhaust out the case sideways.
Google the case models your interested in and see if there are examples of them built on google images.  See how they have been built by others as well as cyberpowerpc.

A lot of cases mount a 240mm on top. In that particular case the fans would be towards the case interior. Cases with multiple locations to mount a 240mm cooler I have no idea how the assemblers decide where to mount it. You may have to contact CP sales directly and request the position. Front & bottom fans pushing air in. Top fans inside the case pushing up & out.

I'm more old school. I could care less about lighting. Unnecessary bling. With our primary systems in a bedroom, I don't need or want the night lighting. Just me.
