It's come up in the Cooling section in every build I've configured.  Might be dependent on which system you start with.

I'm sure the OP put a 2080TI in his build before choosing his cooler.  That's where gaming performance comes from. 

I see a lot of builds over the last few years focusing on looks and lighting upgrades for mid level builds when high end could have been done less the bling.

I think he meant that you chose correctly, focused on performance first then went bling.
