I'm getting a GTX 295 in my new computer but I read on a few places that it has some trouble with heat, does the NVIDIA console have a setting anywhere for the fan speed on the card?

Nope - ATI has a much better control center.  But you can download Riva Tuner and adjust it yourself.
 
There are also threads on the net about special configs for Riva to keep the card cooler, by ramping the fan up a bit sooner than the default.
 
The 295 runs hot on some games (like Crysis and Battleforge) where the shaders are used extensively.
 
I never hear it in "most" games, though.

EVGA precision is pretty good as well.  It lets you set fan speeds and monitors your gpu temps.  It works for all Nvidia cards and not just EVGA.

Salan - long time no key!  Can Precision allow you to remap temp vs fan speed or does it just allow control of the fan speed at that time?  I forgot that it had that feature.
